Yes they are. He committed a crime that in other circumstances likely would have resulted in jail time. Instead, he wasn't charged and was fined a measly $1000, which he almost certainly will not have to pay himself.

Unregistered guns are illegal in the State of Washington. He could have faced up to a year in jail. In fact, he could have faced up to seven criminal charges. Instead, he faces none. It wasn't just about firing a gun in city limits, it was also about him owning not one, not two, but three illegal weapons.

How exactly was this the wrong thing to do?

As an added note, the police are even going to return the weapons to him when he completes a planned move to a state where they are legal. I see nothing but a remarkable amount of discretion here.
