Create a national militia, with conscription for all able-bodied adults over the age of 18. For pacifists and those unable to comply, due to health reasons, allow service in organizations like the peace corps.

Require two years of service.

Arm all trained citizens with appropriate military grade weapons, and allow them to keep it in their home. Encourage firearm training from a young age, and subsidize the purchase of ammunition.

Disband your standing army except air force and navy.

Institute a traceability program for all weapons, with random inspections to ensure compliance.

Require a license to carry any firearm outside the home, and make the punishment damning enough to dissuade even hardened criminals. Make such a license dependent upon passing a stress test, a psychological exam, a clean record, and some sort of necessity, whether physical security or membership in a gun club.

Disarm your police force, with only special units allowed to carry on duty or off.

Remove most or all regulations targeting long arms, although you may wish to keep sawed off shotguns and machine guns prohibited.

Subsidize safe storage areas for weapons.

Establish mandatory refreshment training every five to ten years, with special emphasis put on proper self-defense training, and awareness of legal responsibilities.

I would very much like to see such a system adopted in my own country.

We already know how well it works. The Swiss kicked the shit out of the Nazis, don't have a crazy police force bent on disarming everyone, don't have the gun problems you do, and aren't going insane and attacking seemingly random countries every few years.
