I think the "culture of fear" is a really hard concept to nail down, and drawing a connection between 9/11 and incidents like this is tenuous. It is fair to say that 9/11 made people more security-minded, and also more willing to accept certain restrictions on their liberty. However, this sort of thing was happening well before 9/11, and in my opinion, is the result of many decades of work to turn everyone into a gaping vagina. It would be inaccurate to try to pin this to any one event, IMO.
