I would say go for it. Its hard to build a computer for $400 including windows, seeing as Windows itself is like $100-120. Nothing looks terribly wrong with the specs anyways - just realize the parts in it are probably very cheap.

oh, and if you are planning on using this for gaming, the processor isn't exactly the best. 2.2ghz is fine for work stuff but heavy gaming not so much.

For $400, you're better off buying a laptop. You can pick a decent one up for that much.
