That may be a more accurate way to look at it. There is a pretty large discrepancy between Android phones. Some of the cheap ones are just awful.
Still, I think that a top of the line smartphone running a nice Android OS is the standard to beat. I like the iPhone but I am really sick of its icon-based layout. The phone I have is ridiculously customized. Upon turning it on, I have a Live Galaxy wallpaper and there are no icons. Access to the appdrawer requires a gesture that only I know. I don't know if you can do that level of customization on an iPhone (can you?).
