The best thing is, at that age, they could have had a cop come in, explain that she shouldn't do it anymore... And she likely wouldnt! Talk about overkill lol.

But why should they exhibit any other behavior? Look at what they are enforcing, an oppressive doctrine. Because the law promotes economic exploitation. Anything that humanity creates is the provenance of humanity but for some reason there is a group of people who think it is permissible to stand in the way of human development until a payment is made. By this pretext they parasitize those who produce.
On the other hand, why should an artist have to submit to a business arrangement that compromise their art in order to feed themselves?
Every human should have equitable access to what humanity produces. Then non-sequiturs like the farce described in the OP wouldn't be a necessary part of how governance is achieved.
