Speculation that this is some type of retail store is a bit naïve, I think. This opinion in light of the fact that they are just now requesting permission for it to go to a specific place. If you want to open a store, what's the first thing you do? You get a permit and/or rezoning permission. You don't build a store, and then ask permission.

I think it's a large server storage facility that they will then tow to the middle of the ocean, thereby removing any regulatory authority of the US. Then, they are going to take over the world. There might be a few holes in my theory, though.

I suspect this barge houses the artificial intelligence known as "Google", it's going to it's new secret hideout so it can announce it's sentience to the world, as well as the impending launch of SkyNet, without experiencing the nastier effects of "blowback".
