Still, it's not a terrible idea, especially in the parts of Mexico that are, shall we say, libertarian.

weird how regions that are given the opportunity to be libertarian naturally devolve into exploitation.

regarding the OP, this is going to start a bad precedent. i've read a lot of stories about alleged rapists being burned alive only to find out it wasn't them.

I think their activities will be restricted to liquidating the cartels, whose members are all well known to the locals.

Sometimes the overwhelming will of the people has to be brought to bear to correct a social imbalance.

The cartels and their state cronies will infiltrate these groups and destroy them utterly. State recognition and registration is the first step.
