Basically he had a boner for napoleon, so big he was willing to forget that his concept of spirit had any meaningful framework to behind with.
As far as I (and my friend who wot actually did a course on Hegel, basically bait and switch at Kings London, modern philosophy hah!) can tell, its basically means. OH NAPOLEON <3 YOU EFFECT THE WORLD SO MUCH.
But yeah hegels a crank, in so far as I can really be bothered to construct a basic and more importantly accurate summation of his general thesis. I think that its that reality is under a compulsion to conform to 'rational categories', we have access to these and can deploy them. Enlightenment ahoy!
His entire project makes absolutely no f**k sense if not.
