Civilize law enforcement

I feel that American law enforcement is too violent. I think that they need to be civilized. I do not want police with tactical teams or military vehicles. When will America join the civilized world?

American police cannot use European tactics because there's a high likelihood that the suspects have guns.
Sigmund Freud defined four parts of a psyche; the id, the ego, the superego and the stratego. The Stratego being the highest form of morality and scientific thinking.
If guns are not outlawed, the in-laws will have guns.
