It's called price discrimination, as aforementioned, and it's one of the reasons I'm always skeptical of those who think market voodoo produces maximum efficiency.
Bundle plans are notorious for this. You can oftentimes do some research and independently combine phone and internet plans to save a few bucks instead of clicking on the bundle package.

Well if the luggage is the problem then bring just enough clothes to fit your carry-on and buy the rest when you get there.
