Las Vegas is an urban area, it doesnt have the ability to drain the lake by itself. You do realize that the vast majority of water goes to agriculture, right?
To put things into perspective, NV is alloted 300,000 acre feet from the river each year. AZ gets 2.8 million acre feet and CA gets 4.4 million acre feet. Lake mead currently has around 13.5 million acre feet and annual inflows avg around 8.2 million acre feet per year. Cark county (Vegas) only consumes around 500,000 acre feet per year, the majority of that coming from the lake, but it is far from being the biggest consumer. f**k, the lake loses more water to evaporation every year than Vegas consumes.
