It should be illegal, but so should job discrimination based on tattoos, sexual orientation, piercings, political affiliation, and a number of other trivial things.

The public consists of a bunch of ignorant, under-educated losers. Catering to their prejudices makes one just another fool. I'm sure a bindi would scare off a bunch of racists, too.
If the guy has face tattoos, he probably has other issues that disqualify him. If not, then who cares? Society is way too damn judgmental. Everyone has something ugly about them. Do you believe than an employer has the right to not hire someone with a disability because it would be perceived as ugly or frightening? What is the difference between that and someone with a tattoo?
