Yes, volume of sales matters. But when you are playing with profit margins that are slim, being able to significantly reduce wages and costs will definitely make you more money.

you can't pay your employees less than minimum wage so until they figure that out sales are basically it.

Obviously Walmart has a HUGE advantage over other businesses.. Their buying power. I've read in some cases they tell their suppliers what they will buy their product for, not the the supplier telling Walmart how much their product is.
That's some serious juice in buying power. And that's also a HUGE reason they can undersell everyone else, and drive everyone else near them out of business, and then of course set their own wages.
