First, Comrade is correct. The rules of English allow for such interchangeability.
Second, Ueber is correct that newspapers should not use these particular terms interchangeably. They are reporting on a topic that makes use of academic knowledge - and those academics would not sanction using those terms to mean the same thing. Also, newspapers are supposed to be all about accuracy and informing people. You cannot do that if you do not adhere to some sort of literacy standard.
