Tough call, but I'm going for Daniel Day-Lewis for sheer technical ability.
And yeah, this is a mainly English speaking list, deal with it.

Waltz plays the likeable crazy amoral man. He is brilliant but yeah... his role in Django seemed quite similar.

vince vaughn is good at playing "vince vaughn" in all his movies. doesn't make him a good actor
i think a hallmark of a good actor is that they can do a number of different roles and really grok their charachter. method actors seem to be the best, e.g., lewis, brando, dean, ledger, dicapiro... these are all great actors
