Hire 5 pikers and keep them in their caravan by day and let them roam the streets by night. For every safe 24 hour period pay them a case of lager and 2 bottles of wiskey that way they won't be the ones doing the crimes.

I don't care who they are as long as they're trained in Systema.
Sigmund Freud defined four parts of a psyche; the id, the ego, the superego and the stratego. The Stratego being the highest form of morality and scientific thinking.
