I meant Autism which is a condition that causes an individual to be gifted in one area, but is left unable to function as an independent and complete individual. The comparison would be that police in cities that are hellish for driving are focusing on Speeding Violations rather than on the drivers who Impede Traffic and Drive Recklessly, therefore not performing the function of protecting public safety and maintaining flow during rush hours.
