This is often a European complaint about the game, claiming that's all the action. Well yes that's when the ball is in play, but drawing the other team off sides happens in the other time. So does a lot of the strategy involved.

It's fair to complain about time outs on the field for commercials and whatnot but the 11 minute thing it's dumb. It's an hour of a game
