They weren't targeted for delayed tax-exempt status, their applications were put in a big box labeled "to be checked closely" based on their names. Seeing as how there were obviously teabagger outfits out there with political interests, and seeing as how new tax exemption regulations resulted in a huge increase in applications, it's not hard to see why the IRS did this. In the meantime, the tax-exempt status of these groups was assumed and they went about their business as usual.
A blind eye wasn't turned to this issue by "the admininstration". It's not the sort of thing that makes it to the White House, and the people who were responsible for overseeing matters and putting a stop to it did so. Twice.
People are too busy being outraged to understand this.
