The only evidence I see you have offered TDB, is the claim that neoconservatives "support the New Deal policies and moderate welfare statism" while opposing "political individualism."
I get the impression that someone may be repeating information in wiki articles, articles that source their claims with such references as National Review and Commentary Magazine. Perhaps you're confusing Irving Kristol with W?
Perhaps you could elaborate which portions of the New Deal policies neoconservatives agree with. They don't appear to fond of, for example, the portions dealing with labor unions or Social Security. I would also be interested to find any serious human being who disagrees with the New Deal policies whole cloth. I do not believe any such species of human being exists.
While it is true that political designations and terms are fairly loosely defined and open to slightly differing interpretations, to refer to W's policies as "a special form of progressivism" is to enter into the realm of comedy.
