I don't think anybody has said legislation has to be made effective before anyone can read it, and I really don't think anybody said that. I do think the legislation was forced through as a quickly as possible, but as a political move it made sense since it was so contentious. Just getting a bill like that out of committee can be challenging.
Obama tried to force a window for passage. Most transformative legislation requires an organic event to spark it (CR eras, New Deal, Civil War, etc. as big examples, financial regulation following busts being the more mundane). This didn't have one so it was always tenuous. Anything but some legislation on the topic meant he wouldn't be able to move on it for the rest of his presidency most likely.
And Obamacare is pretty cool.
