I think people read it to mean what it says - "every person who wants to buy a firearm". This would obviously include gun shows, internet, your buddy, whatever. It's straightforward language.

The NRA is the big-bad-wolf to distract from the actual limitation of gun control. That pesky constitution. And the trouble that none of the proposed gun control legislation has any clear casual or even correlative link to the violence it purports to reduce.
