it's hard to commit tens of millions of dollars to projects knowing that you'll lose it within months of whatever relevant regulatory committee finding out.
humans were shitty and uncaring towards their immediate neighbors for a very long time. it's foolish to suggest that we somehow changed instead of the laws and regulations having any preventative power.
