What's so disturbing about it isn't that the CIA went all Jack Bauer to try and prevent another 9/11--I think we all understand the emotion-based thinking behind that.
What's so mind-blowing is that we turned AWAY from proven tactics used for years (outlined in the book The Black Banners) and were pushed into this based on... what exactly?
Some bozo that Cheney hired who had no experience in this kind of thing? That tells me Cheney wanted to do this from the outset, just like he was going to invade Iraq no matter what.
He may be a psychopath, but he certainly is transparent.
