How much $$$ for the wrongfully convicted?

Money for the wrongfully convicted is a good start, but I'm mostly wondering why none of these cases ever lead to consequences for the people who caused the wrongful conviction, or changes in the procedures that lead to those convictions ?

sometimes in order to be released immediately instead of having to go through trial to get something overturned they sign agreements that basically remove any liability from the state. sometimes they're so f**k ridiculous that you admit you are guilty, the state says, in legalese, "hey thanks for taking one for the team oh by the way you can't sue us", and then the person is released.
