Hmmmm. For the admissions office I work for we read the full application for almost everybody. It's very hard to overcome horrible numbers but possible. It's very hard to screw up really good numbers but possible. We admit people below 25th percentile in test scores and GPA fairly regularly if they have a compelling application.
It's something of a numbers game but not to the extent I thought before i started actually doing it.

Actually, one side of the political spectrum has flung the accusation around so much that they have no credibility on the issue, and the other side goes out of its way to play down or deny cases of actual racism.
