Canada has very strict gun laws. They've been relaxed slightly, but not a lot.
Antique pistols, those older than 1898, require no license to own or purchase. They do not fall under most of the other storage or shooting laws. They will sell for $900 to $2500 for a high end one. No alterations allowed.

Gangs aren't going to sit around making their own bullets, lol. There would of course be a black market for them, but keep in mind that drug gangs are ultimately about money, and black market ammunition would assuredly be far more expensive.
