I read that book and you're right, there it is, right there.
They bring this guy in to be an IG and literally immediately it's made clear to him he's not really supposed to enforce the law, or else. Oh, and the Geithner stuff? What a tool.
That book literally sums up everything that's wrong with us.

Sigmund Freud defined four parts of a psyche; the id, the ego, the superego and the stratego. The Stratego being the highest form of morality and scientific thinking.
