It's not defunding, it's disbanding. Then some other police force will be created with specific tasks for it. In the interim likely the county will be used, and it will possibly have a lot of the same problems (since they'll hire a lot of the same cops) but after the interim period is over the new force would have smaller scope, while other services would have expanded scope
Basically it's to clean house and not reform the existing department but rather just start with a clean slate. I think the people who say it means "no police" are generally against the idea and are possibly cops
