well they used to do that kind of crap everywhere and yeah it came from the navy. you know, so you could see who was on what ship. it's not exactly easy to go walk up to a ship and knock. and bunch of people got all jealous of it and so they made their own flags. it's why there is a flag for the interior secretary -- he didn't invent it
i think he paid for the coins though as far as i know, like some sort of ridiculous business card. it's kinda funny, and it's cute compared to the "business trips" some of the other secretaries were taking. yeah, he's bizarre, riding a horse in on his first day or whatever. he probably thinks he's the reincarnation of theodore roosevelt or some shit
