Kinda. As I understand it when Trump found out this was dealing with Haitians he just blurted out something akin to "why do we need more Haitians." Same goes with African nations. It was remarkable because they were also dealing with the Haitians that are currently here - I guess he wants them out too. It just appeared like it had zero to do with a given set of qualifications to be granted access to the US and entirely more on simply the country of origin. And if you take just that into consideration you're ignoring the stratospheric success of all Nigerian immigrants in the US.
