Russia has a pop of 143 Million and France 67...yet France maintains a slight edge technologically speaking when it comes to military capabilities. And any comparison is wrought with absurdity if it doesn't consider the geographic necessities of any attack on France let alone military allegiances. Being a member of NATO, a fairly active one of late, it seems prudent to point out that any confrontation with any NATO member in the region would be met with a combined military response. So any individual assessment is meaningless without the consideration of the whole.

1. china is more powerful than russia in so many ways, including militarily. india is quickly outpacing them. if we count units in production, they already have outpaced them. most of western europe only lacks numbers against russia, something you fail to realize isn't a deal-breaker in modern combat.
2. they do not have the second most powerful military. you have, absolutely, no idea what you're talking about. remember that time we invaded iraq? the iraqi army was outfitted with what most of the russians are outfitted with. what little comparable tech they have with the west is extremely limited and they will not, in the conceivable future, be able to afford to upgrade their army to majority modern tech. half of their fighters are just poorly made f-15 knock offs and their navy is a complete joke. their modern MBT, the t90, is in such limited quantities for the size of the military they would never risk using them all, so that leaves the t72, which the L/55 of the abrams can pierce like a hot knife through butter. their attack helicopter force is STILL made up of a lot of hinds, which were obsolete in the 80s.

on paper north korea is pretty strong too.
