Sure, young kids are curious and should be educated, it's kind of a tough call on what age to start introducing things to them that they may have never even thought about. It's great to teach them (when their a bit older) about respecting the opposite sex and then (a bit older then that) the risks of being unsafe and disrespectful but curiosity is a very strong urge, and when introduced to small children of such a young age of 5 or 6 might encourage something that, like I said before, never crossed their minds in the first place.
Parents should play a big role in what's inappropriate touching imo.

No, it must be addressed, by telling kids what is and isn't appropriate touching, and by educating them about the risks.
I.e. exactly what is being proposed.

1. It's not all sex ed at age 5. Oh no, learning about anatomy at a young age. HOW AWFUL
2. parents can opt out. It's a f**k choice. So now we're complaining about choice?
