Sweet, can we pay a fee to vote too?

Anything that would increase voting participation will be ruthlessly stamped out by the GOP and its backers like the Koch Bros. In fact, apparently the decision was made after last November's debacle that the solution is not to try to appeal to minority voters for once, since they made the difference, but instead to double-down on blocking them from voting.

I thought it was ok until he mentioned getting fined for not voting.

Why would the Dems ever get on board with legitimate voting identification when places like Chicago and Phily are so fruitful in their fraudulent voting schemes. Make welfare available only to those with a valid state ID and you wouldn't hear a peep about "it disenfranchises them". All those elderly, minority, and poor voters would have their cards in hand almost instantly. The illegals would be out as it should be. oh wait. Some states allow illegals drivers licences. Those should have a big "NO VOTING PRIVILEGES" water marked on them.

Well seeing that black and Latinos are the two largest minority groups in the country which tilted the election by absolutely NOT voting for the GOP, I'm not sure how much more mileage the GOP is going to get out of playing to Angry White People.

Compulsory voting would be great. Just schedule a national paid holiday on voting day, and fine anybody who doesn't show up like $50. It's a minimal infringement on liberty and would be great for either Canada or the United States. Alternatively, offer a tax credit for those that do vote... although personally I don't think requiring people to vote is a bad thing.
Australia has done this to great effect.
