Asian Americans are not discriminated against. Asian Asians are. Many applicants from foreign countries focus on achieving high administration's test scores. But a mediocre high score does not indicate their ability to succeed in an environment like Harvard.

Generally speaking, the kind of people who get rejected are going to do just fine anyway so I'm not sure the cost to society there is that significant.
I think a diverse educational atmosphere (including diversity of socioeconomic statuses and geographic locations, not just gender, race and ethnicity) better prepares individuals for working in the real world.

How would an international applicant with such a score being rejected suggest international applicants are discriminated against? I'm not following the point you're trying to make.
