I think there's no chance of it happening, because Americans don't want parity or front-runner status, they want money. The idea that the internet is going to become a utility just because we're lagging behind less ignorant countries doesn't really take into account what American business, and gov. priorities for that matter, are about.

They should force standardization on certain things and demand certain requirements. In return they should subsidize.
