not quite. the government did not help them when they needed it, so they took it into their own hands.
it wasn't anarchy before. they had a government that was useless. you can't say that's anarchy, it's not at all. government was there but it did not enforce the law. instead the people took it upon themselves to enforce the law. true, it sucks, but what can you expect, it's mexico
