Are People In Chat Talking To Themselves?

Ive noticed when I log in there seems to be a convo going in chat but its all one poster like Boris who is doing it. Is it not showing responses from other people or is the member just talking to himself?

The "Who's chatting now" sometimes shows other people in there because the refresh on it is pretty long. So one may talk to others in there, only to find there's no one really chatting.
