it's hamas policy from the top down (they broadcast to people to ignore israeli warnings about how israel is are going to bomb places) while it's individual infractions by idf forces. their discipline needs to be better but they are draftees. still, punishment for such things should be stricter

no, the answer is not no. the answer is it depends.
on sept 11 after those planes hit there was still one in pennsylvania. had it not been brought down by those heroic people on the flight, i think it would have made sense to shoot it down
