You can override a veto with the requisite number of votes. Did republicans not have that? Because their position prior to the vote was that they would indeed have a veto-proof majority on this issue.

Those would be very shortsighted grounds to oppose the pipeline on. No one has any idea where oil prices will be in 2+ years.
