It seems like there is some pretty big money behind the repurposing of the Detroit area. If the gov are doing stuff like this to move the population out it must be a pretty big deal.

If the DWSD is truly part of the city government (which it is), then why are they charging for the service? Shouldn't it be free, paid for by taxes?

I live in a city and I pay for water/sewer AND garbage pick-up... Some cites around me have it where if you own a house/building with 4 or more apartments in it the city will not pick-up the garbage there anymore.. You have to hire a private garbage removal company..
I can foresee in the near future some cities charging if the cops or fire department makes a call to your house. Some of these cities are flat broke, they are looking for anyway to get a buck.

OK, then if it's supposed to be a service for which you pay, and you don't pay, then they cease to provide the service. Don't see the outrage, here.
