I don't see a problem with requiring people to prove citizenship, but this ruling did not make it legal for illegals to vote. If an illegal were to vote, they would be breaking the law by swearing that they are a citizen when they are not. This is a crime, hence illegal.
Now one could argue that the decision makes it easier for illegals to illegally vote. That might be true, though if I were in the country illegally, I would avoid putting my name an address on a form and illegally searing I was a citizen, as it makes it much more likely I will be caught by INS.
Still, I don't see why people are having problems with proof of citizenship to vote. If the poor are finding it hard to provide proof of citizenship, that is a problem we need to solve as it may end up getting minorities erroneously trapped in deportation raids, which is not good. It also means we have poor people that absolutely can't get decent jobs as I couldn't point you towards an employer that will let you start work without proof of citizenship that isn't specifically target-hiring illegals, which means low crap wages.
