In Quebec, people are termed by the language they speak as their mother tongue, moreso than by their heritage. There could be people named England that speak no English at all.
Applebaum is a francophone as it were. So he is considered to be French in Quebec. Even though he is Jewish. People may refer to him as Jewish as well. there's a large Jewish population in Montreal. But they can speak French.
