because most subsistence farming is either family owned plots that pre-dated widespread urbanization or it's land in some jungle somewhere or they don't really have to buy it to begin with. there are also usually less restrictive limits on fishing and hunting in places where this type of life style is still around. power is more de-centralized usually and there is a real disconnect between rural and urban populations. think africa, for example. you have bushmen living in 4000 bc like 100 miles from nairobi. the laws and ethos governing each being as opposite as night and day
the way the US works and the way, like, papua new guinea works are completely different.
