People do not have the option of farming.
Go try and keep a chicken coop in city limits. It is outright banned in most places. You can grow your own vegetables fairly cheaply, but it requires alot of time and effort, which would be better spent getting a job. Community gardens are an option, but of course they are strapped for land, and it is hard to get a plot big enough to support a family. And of course there is the reality of land ownership... if you rent an apartment, it is not uncommon for gardens to be banned, and again, most apartments that poor people live in don't have any green space, let alone enough to grow all you need.
I personally feel that homesteading needs to be brought back, and that the concept of vertical farming needs to be embraced. You could build a vertical farm, and then trade a certain amount of labour for access to the food. Or just have people be able to gain ownership of land after a certain amount of time, if they can show some sort of productivity.
