Detroit is not the 1st city to have severe money problems.. Other cites have gone to the brink, and straightened their mess out.. Detroit might too..

Implement homesteading and introduce a tax-free period of 10 years. Require all homesteaders to demonstrate improvements to the land, and then give them deeds to the property after a certain period of time. As a condition of the deed, require that at least 70% of a businesses workforce be hired locally (with exceptions for those who can't find employees). At the end of ten years, gradually introduce taxes. In the meantime, the federal government should pay interest on the loans, for perhaps a period of twenty years.
