I would agree with this, but for one reason. The more split up we become, the easier it will be for the Fed to grab more power.
For instance, let's look at the recent Voting Rights Act ruling and subsequent actions by the Justice Department (where the Justice Dept didn't like the ruling, and is continuing to go after states using other means). The Justice Dept is pursuing class-action lawsuits in TX, which TX will defend. It's hard for even a state like TX to defend themselves against he might of the US government. It would be impossible for a mere 11 counties to do so. The Fed would simply outspend them.
Frankly, I'd be happier if we combined states.
