Why not redesign the country along political lines? Say, the Pacific Northwest could be for hipsters and liberals, southern border states like TX, Southern CA, AZ, NM should be for Mexicans, South eastern states (southern GA, AL, MI, LA) for blacks, religious conservatives can have the Midwest and mountain states and libertarians can have Alaska, WASPs can have the Northeast and we make Manhattan Island a maximum security prison.
