It looked she was definitely trespassing. If it is an easement it is definitely on private property because an easement is public access to private property for some specific purpose such as to maintain power lines.
It doesn't mean people can just help themselves. Put out a no trespassing sign and start prosecuting anyone who violates it.

That's not why. She was trespassing. The stolen rhubarb is a merely bonus charge.
Although I think your idea to plant a distraction patch is solid. I do that to attract trespassing critters in my yard and keep them away from the good stuff and it works pretty good.
